University Admissions · Official Announcement

Colleges are facing increased pressure to enhance their sexual assault prevention efforts following recent allegations and student protests. Students across various institutions, including Cornell, University of Oregon, Emory University, and Stanford, are demanding more comprehensive training and reforms. The 2020 Title IX rule, which the Trump administration reinstated, requires minimal training, specifically for individuals implementing sexual harassment procedures. However, the Jeanne Clery Campus Safety Act mandates that colleges offer “prevention and awareness programs” to new and current students, focusing on bystander intervention and risk reduction. These programs are optional for students but must be ongoing.

Some states have implemented additional regulations. For instance, New York’s “Enough Is Enough” law requires new and transfer students to receive comprehensive training on consent, bystander intervention, and university policies. Similarly, Texas mandates training for first-year students, while Illinois and Vermont require annual student training. California’s law, enacted in 2022, mandates annual student trainings on sexual violence and harassment topics for most state colleges and private institutions receiving state financial assistance.

Despite these requirements, survivor advocates argue that successful prevention programs need regular, in-person training across multiple sessions. They emphasize the importance of peer-to-peer conversations, role-playing for bystander intervention, and bringing survivors to speak to students. College leaders are responding to these demands by promising improvements, such as mandatory sexual assault prevention training. However, many believe that current legal requirements are insufficient and that more proactive measures are necessary to create safer campus environments.
